Ben has had an accomplished career as an elected official, serving as a Member of Congress, Mayor of Salt Lake County, and Utah State Senator. As Salt Lake County Mayor, he pioneered the approach now at the heart of Propvizer's work. He went on to help launch Putting Assets to Work and to lead the Common Ground Institute, helping cities and counties across the country unlock the value of the land they already own. Ben is also a Nonresident Senior Fellow at the Brookings Institution. Earlier in his career he practiced securities law and taught securities regulation at the University of Utah's S.J. Quinney College of Law. Ben has a B.A. from the University of Utah and a J.D. with honors from Columbia University.
Josh is a national leader in putting public land to work for housing. As Senior Housing Advisor to the Mayor of Atlanta, he built one of the country's most advanced public land development programs — launching the Atlanta Urban Development Corporation, a public entity that builds housing on city-owned land, advancing more than 45 public sites toward redevelopment, and raising over $400 million in new capital tied to project delivery. He is a member of the National Housing Crisis Task Force and co-wrote its recommendations on public asset development. Josh currently serves as board president of LA4LA, a public–philanthropic partnership advancing new housing delivery models, and is a senior advisor at the California Community Foundation. He previously served as board president of Atlanta's historic Municipal Market and as a board member of HouseATL, a regional housing coalition. Krosbie is a housing strategy and public land expert who has worked every side of a public land, as government staff, as a developer-side partner, and inside the nonprofit and coalition world, and translates fluently between them. She built the first assessment of Washington Department of Natural Resources land for housing and community development, producing a development-ready portfolio of more than 90 parcels. She drafted and passed two Washington statutes, a leasehold excise tax exemption and a state land banking law, that together cleared the path for hundreds of affordable units. She also designed a land clearinghouse connecting BIPOC developers to parcels, capital, and entitlement support in one pipeline and has directed a 100-organization regional housing and economic development initiative. Krosbie holds an M.P.A. from The Evergreen State College.
Ben manages projects across Propvizer's client engagements. Before that, he worked as a legal assistant on pro bono post-conviction cases for the University of Utah's law school. At Georgetown, he served as a research assistant contributing to scholarship on the Russo-Ukrainian War and building models of state behavior in the international system. He also worked as a field organizer on Ben McAdams' congressional campaign. Ben holds a B.A. from Georgetown University and an M.A. from Universiteit Leiden.
